Synopsis

Die Premierministerin beruft eine Versammlung ihres Kabinetts ein, um die Flüchtlingssituation zu diskutieren. Während der Versammlung versuchen mehrere Kabinettsmitglieder, ihre Verantwortung für das Problem von sich zu weisen. Hohe Militärs und lokale Exekutivorgane äußern jedoch ihre Sorge über den plötzlichen Flüchtlingszustrom zur Insel Dejima.
